18-08-2012: BSNL loss stood at Rs 8,851 cr during last fiscal: Govt

NEW DELHI, AUG 17: 

The financial loss of state-run telecom firm, BSNL, touched Rs 8,851 crore during 2011—12, Parliament was informed on Friday.

The figures presented by Minister of State for Communications and IT, Milind Deora, in a written reply in Rajya Sabha shows losses by BSNL during the last three financial years starting 2009—10 when it reported loss of Rs 1,823 crore.

BSNL’s profit had started declining continuously from Rs 10,183 crore in 2004—05 before showing a loss in 2009—10.

During 2010—11, BSNL losses rose to Rs 6,384 crore mainly due to hefty outgo on employees’ salary and expenses borne by the PSU for procuring 3G and BWA spectrum.

BSNL officials had attributed widening of the losses mainly on account of payment made to the government to procure 3G and BWA licenses for which it paid a total of Rs 18,500 crore.

BSNL has proposed to surrender some spectrum and seeking refund for the same but no decision has yet been taken by Department of Telecommunications.

The total revenues of the company at the end of FY’11 were Rs 28,876 crore.

BSNL has submitted a proposal of Voluntary Retirement Scheme as part of its efforts to revive the loss—making company. The government is yet to approve it.

13-07-2012: Centre aims to make BSNL more professional: Sachin Pilot

CHENNAI: Centre is developing plans to make state-run Bharat Sanchar Nigam Limited (BSNL) more professional in its approach, said Minister of State for IT and Telecommunications Sachin Pilot.
Pilot said, “Yes, few (telecom) circles have shown some reversal in loss making. We still have lot of hard work ahead of us. We are drawing up plans on how to use our assets, to get more partnerships and to get joint ventures and (come into) revenue streams.”
The losses of BSNL had almost tripled to close to Rs Rs 5,997 crore in financial year 2010-11, primarily due to outgo for employees' salary and expenses borne by the PSU for buying 3G and BWA spectrum.
The company clocked net loss of Rs 1,823 crore in 2009-10.

Amit Mittal CP NFTE Punjab met Dir (HR) and CMD (BSNL) on 12.07.2012 and discussed the issue of Wage Loss to the DRTTAs and Change of designation from TTA to JE(T).

1. Sh. R.K. Upadhyay CMD BSNL has positively responded on the issue of wage loss to the DRTTAs and has assured that a committee will be formed to resolve the issue at the earliest. CHQ will constantly follow the issue with our CMD. It is utter disgust that even after 2 years have passed the issue of wage loss of DRTTAs have not been referred to the Anomaly Committee.

2. On the issue of change of designation from TTA to JE(T), it was impressed upon the CMD that the whole struggle was carried out to achieve the designation i.e. JE and any other designation is not acceptable to the TTAs. CMD has accepted the view point of the representatives and has accepted the representation of the delegation. The JE(T) designation will be put up in the Change of Designation Committee with positive remarks from our CMD. We will continue our struggle till the JE designation is  achieved for the TTAs

KOLKATA: State-owned RailTel has edged out BSNL in the race to execute the Rs 600-crore OFC network expansion project in the Northeast. The telecom department has also cleared a Rs 388-crore subsidy allocation for the project from the Universal Services Obligation Fund (USOF). The balance cost will be shouldered by RailTel.
The project involves laying in excess of 10,000 km of optical fibre cable across the Northeast (excluding Assam) to create a bulk bandwidth resource that will be shared by all IT and telecom service providers operating in the region at discounted rates. "RailTel emerged the L1 bidder for augmentation, creation and management of a greenfield OFC network across six northeastern states, where there is a serious bandwidth constraint. A letter of intent (LoI) will shortly be issued to the company," an official in the telecom department said. The government has split the Northeast telecom circle into two zones for execution of the upcoming OFC network expansion. Zone I includes Meghalaya, Mizoram and Tripura, while Zone II encompasses Arunachal Pradesh, Manipur and Nagaland.

NEW DELHI: The Indian Air Force has signed an agreement with telecom PSUs BSNL and MTNL under which the two players would provide a host of services at concessional rates while IAF would give space for installation of towers and equipment.
"The objective is to enable BSNL and MTNL to provide IAF full gamut of telecom services, including basic telephony, mobile telephony, broadband services, internet services and leased lines, MPLS-VPN and VSAT services, on concessional tariff," BSNL said in a statement.
With the agreement coming into effect, the two public sector units will get "Most Preferred Service Provider" by Indian Air Force and provide space to them for installation of telecom towers and other telecom equipment, it said.
Telecom services will include CUG facility on mobile phones and value added services on mobile and landline phones, optic fiber connectivity as per IAF requirements, it added.
"System integration solution will also be explored among telcos and Indian Air Force,"the statement said.
The joint agreement with IAF is also a step towards synchronising their businesses as the Department of Telecommunications is examining the feasibility of merging telecom PSUs ITI and MTNL with BSNL in line.
The Board for Reconstruction of Public Sector Enterprises has recommended that state-run BSNL, which operates in 20 circles, should merge its counterpart MTNL, which has operation on two metros, and telecom equipment manufacturer ITI with itself -- a move that will help turnaround the loss-making telecom giant.
While government is working on the process to merging these PSU, both BSNL and MTNL have started synergising their operations.....ET

NEW DELHI: Telecom regulator Trai on Monday recommended a financial support of Rs 2,750 crore to BSNL to sustain its rural wireline connections installed before April, 2002.
"The support to BSNL should be continued for two years for sustenance of rural wire-line connections, installed before April 1 , 2002 with effect from July 18, 2011. The amount of support may be Rs 1,500 crore for the first year and Rs 1,250 Crore for the second year," Trai said.

State-owned mobile operators MTNL and BSNL are estimated to have increased their losses by 50% to more Rs 13,000 crore last year, according to numbers from DoT.
The bigger company, Bharat Sanchar Nigam Ltd or BSNL had a loss of about Rs 6,300 crore in 2010-11 and is likely to see it zoom to about Rs 9,700 crore last year. During the first nine months alone, the loss was Rs 7,150 crore.
MTNL, which is also listed on the stock markets, will see its losses mount to about Rs 3,600 crore for last year, from Rs 2,800 crore a year ago, at a slower pace than BSNL.
The losses are increasing despite control over costs.
MTNL, for example, cut its employees salary from Rs 5000 crore in 2009-10 to about Rs 3300 crore last year. But MTNL has been hit hard by rising interest expenses, which went from almost zero three years ago to about 900 crore last year.
The primary reason for the woes of the companies is a drastic fall in subscriber revenues.
In case of BSNL, total revenue fell from about Rs 36,000 crore in 2008-09 to an annualized Rs 28,000 crore last year. (See chart below, showing income and expenditure of BSNL for the last four years.)
For MTNL, it was even more drastic. From an income of Rs 5,250 crore in 2008-09, subscriber revenues fell to an estimated Rs 3,600 crore last year (see chart above.)

New Delhi, May 4: 

Bharat Sanchar Nigam Ltd seems to be heading towards a management crisis with almost all of the 1,700 Indian Telecom Services (ITS) Officers deciding to remain government employees. The ITS officers were given two weeks by the Delhi High Court to exercise their option; the deadline expired on May 1.

“We were hoping to get a fresh offer from the Government post the High Court order, but since we haven't received any communication in this regard, 99 per cent of the ITS officers have decided against getting absorbed in BSNL,” a Indian Telecom Services Association spokesperson told Business Line.

Promotion rules

The officers have declined to get absorbed in BSNL because the promotion rules are weaker than in the Government in terms of moving up in pay scale. There are also issues related to pension benefits. In addition, the ITS officers wanted the absorption offer to be made applicable as on date, instead of 2005, to get benefit of the Fifth Pay Commission.

A top BSNL official said that the PSU may move a petition in the court seeking more time to relieve the officers. “We are yet to formally receive the options exercised by the ITS officers. Then we will have 15 days to take legal advice. But since the ITS officers are managing some key functions in BSNL and MTNL, we are looking to approach the court seeking flexibility in relieving them,” the BSNL official said.

But non-ITS executives in BSNL say that the exit by ITS officers will not have any significant impact. “There are other capable talent within the organisation. There are three lakh employees who have opted to get absorbed in BSNL, so ITS officers should also show commitment to the PSU. Every organisation has to have its own structure,” said Mr G. L. Jogi, President, Sanchar Nigam Executive Association. ..Business Line

NEW DELHI: Private telecom players such as Bharti Airtel, Idea Cellular and Vodafone owe state-run Bharat Sanchar Nigam Ltd (BSNL) Rs.550.88 crore as inter-connect usage charges (IUC), the government said Wednesday.
While Bharti Airtel has outstanding dues of over Rs.169 crore, Idea Cellular and Vodafone have to pay BSNL Rs.121.36 crore and Rs.49.54 crore, respectively, Minister of State for Communications and IT Milind Deora said in a written reply to the Lok Sabha.

27-04-2012:DoT seeks legal opinion on absorbing 1,600 staff from BSNL

The telecom department has sought legal opinion from Additional Solicitor General AS Chandiok after the Delhi High Court recently asked it to take back all 1,600 senior executives who wish to return from state-run telco BSNL.

The High Court verdict has landed telecoms department in a soup since there are no vacancies to absorb so many Group A former-BSNL executives belonging to the Indian Telecom Service (ITS).

What's more, the telecom department will also have to put on hold its recent decision to shunt 400 of these officers to a surplus cell since the court wants it to re-deploy all BSNL executives keen to return to the communications ministry.

Matters have come to a head since DoT has been asked to set in motion the reorganisation exercise from May 1. "The telecom department has approached the Additional Solicitor General for a legal view following the Delhi High Court verdict. All decisions on redeploying ex-BSNL executives belonging to the ITS cadre will be taken subsequently," said a top department official aware of the developments.

State-run BSNL had some 1,600 ITS officers who were deputed from DoT 12 years ago when the telco was spun off as a separate corporate entity from the telecom department. But last November, these officers opted to return to government service since the compensation package is higher.

Thereafter, since BSNL suffered an exodus of its top managers, it only relieved only 400 of these executives to the telecom department and held back the remaining 1,200 to preempt an organisational collapse. But executives aware of the developments believe BSNL will not be able to hold on to these 1,200 ITS officers following the court order. .................................... ET

NEW DELHI: State-run BSNL borrowed Rs 1,320.47 crore from the market to meet capital expenditure during 2011-12, Minister of State for Communications and IT Milind Deora has said.

"BSNL has fully met its operational expenses through internal accruals during financial year 2011-12. However, for capex authorisations, market borrowings were partially resorted to, which stood at Rs 1,320.47 crore as on March 31, 2012," Deora said in a written reply to the Lok Sabha.

BSNL's losses have more than tripled to Rs 5,997 crore in 2010-11. The company had registered a loss of Rs 1,823 crore in 2009-10.

BSNL had reported the highest net profit of over Rs 10,000 crore in 2005-06 but since then its profits have been falling and it reported first net loss in 2009-10.

The main reasons attributed to financial crisis in BSNL are large legacy of workforce whose salary and wages are around 50 per cent of the revenue.

"The expenditure on this account has increased due to implementation of wage revisions," Deora said.

Other reasons include operating economically unviable rural operations as social obligation, maintenance of legacy telegraph system, payment of 3G and broadband wireless access (BWA) unfront spectrum cost to the government and maintenance of legacy wireline systems which is quite expensive.

24-04-2012: 6.87mn GSM user added in march.....business today...

India's GSM subscriber base grew by 1.04 per cent in March with addition of 6.87 million mobile phone users, with Bharti Airtel alone signing up over 2.5 million customers, according to data released by Cellular Operators Association of India.

The total number of GSM subscribers in the country crossed 664 million as against 657.22 million in February.

Airtel currently has 181.28 million subscribers.

Idea Cellular followed Airtel by adding 2 million subscribers to have a total number of 112.72 million subscribers.

Uninor, whose all 22 licences stand cancelled following the Supreme Court's ruling earlier this month, added 1.3 million subscribers to take its subscribers count to 42.43 million subscribers.

Vodafone added 1 million users, thus taking its subscribers base to 150.46 million.

State-run telecom operators Bharat Sanchar Nigam Ltd (BSNL) added 8,92,900 subscribers, taking its total user base to 94.68 million and Mahanagar Telephone Nigam Ltd (MTNL) added 62,399 subscribers to have total of 5.59 million subscribers.

18-04-2012: DS amit khan met SDE/HRD for the case of security refund to DRTTAs as per order of Circle admin.....

DS amit khan met SDE/HRD and request to initiate the case of security refund immediately as the a standing order is issued by Circle admin... and also requested to refund it to all DRTTAs who have completed two years probation period i.e. for batch 2008 & batch 2009 also.

it is assured that the matter will be initiated by these week.

DS also request to issue the confirmation order for rest of the DRTTAs immediately. it is understood that a new DPC will formed very soon for the case.

17-04-2012: Amit khan ( krishnagar ) & Subodh mondal ( kolkata) met circle admin wbtc regarding security money refund.....

it is understood that the first phase of security money refund case is approved by CGM/Wbtc for the following SSAs like Krishnagar/gangtok/malda/bankura/kolkata/raigunj etc. the consent letter will be sent to the respective SSAs shortly by these week. we request to initiate the case of rest SSAs also immediately.

it is also understood that a standing order is also upoloaded in "sanchrika" by Circle admin addressing all the SSA heads that security money refund may be given to all DRTTAs who have completed two years probation period and confirmation order may be issued after completion of the required satisfactory period.

hence we may request SSA authority to initiate  the cases of security money refund and confirmation order with the enforcement of the order. Our freinds may persue the case to authority.

16.04.2012:SNATTA KRISHNAGAR met SDE/HRD & AO/CASH for immediate issuance of EPF statement & refund of security money. We are assured to get it immediately.

An association, by and large, is driven by human emotions and a specific set of purposes.  It is a lively body of living human beings.   It survives and operates by the unseen bonds between its corporal elements.  SNATTA is an association which is live and basically a completes emotional unit of young, dynamic and energetic people.  The strength of its unity and character is known to one and all in BSNL.  It actually derives its strength from its dynamic and lively constituents.

Today, we stand in the bereavement of losing one of the important constituents of the association who stood by us, supported us and lead us to the greater heights.  The departed leader, Shri Ravi Kumar, District Secretary, SNATTA, of Warangal Telecom District stands as a testimony to our commitment to stand united and struggle for our existence.  He led the entire team of TTAs in the last verification where a very powerful leader of the recognized union originated from from and the entire administration supported only the recognized union.  It was a matter of standing by the instructions issued by the CHQ, honoring the decree of SNATTAians and a true display of his mental strength.  Such was his level of commitment and love for the association in which he had been an active element.  His commitment should be an eye-opener to those few DRTTAs, a small set of cowards, who were against the decision of CHQ to have supported another union in the past verification against the wishes of the entire DRTTA tribe.

Now that we have lost a warrior, a brave heart, an exemplary personality, a fine human being, a courageous leader, and most importantly an associate; it is important for one and all of us to respond to the unfortunate demise of Shri Ravi Kumar, and set an example to the entire work force of BSNL that we are principally a cluster of socially responsible human beings.  From the day of announcement of this sad news on our site, there have been number of requests pouring in from all parts of the country asking us to respond to the sad event.  

In this backdrop, it is decided by the Association of TTAs that we collect some money and handover the same to the bereaved family as a token of our love towards the departed leader.  It has been further decided that the contributions may be made directly to the AP SNATTA account G.srinivas A/c of 30117777482, State Bank of India, Gowliguda, Hyderabad and the IFSC code is SBIN00002724.  It is therefore requested that the money may be sent/deposited in the said account latest by 15^th April 2012.  Please do respond in large numbers and demonstrate your commitment to the association and the unity of DRTTAs

05-04-2012: Homage to our beloved leader.......

SNATTA krishnagar  pays homage to the warrior of SNATTA, Shri A Ravi Kumar DS SNATTA Warangal SSA A.P who passed away on 22^nd March 2012.  He is survived by his widowed mother, young wife and one year old son.  His services to the AP SNATTA can never be forgotten.  The demise of Shri Ravi Kumar is a great loss to his family and the SNATTA. NATTA CHQ requests all the TTAs and the local body of SNATTA to extend all possible help to the family of Shri Ravi Kumar.  SNATTA requests the local body to inform the CHQ in case of any issue related to the help/assistance required for completion of official formalities and also requests the local body to work out the possibilities of compassionate appointment to his wife and keep the CHQ intimated of the proceedings

SNATTA sincerely feels most deeply for the family of Shri Ravi Kumar, in this sad hour of bereavement. The loss is too severe to be expressed in words, and nothing can ever be done to compensate this huge loss to his family.  Ravi, May your soul finds peace and comfort.  We miss you.

BSNL & its strength will be enriched by these cadre only as the cadre below these will be simply downsized by nothing but by the want of time.
