29-05-2012:BSNL, MTNL sign joint pact with Indian Air Force...ET News

NEW DELHI: The Indian Air Force has signed an agreement with telecom PSUs BSNL and MTNL under which the two players would provide a host of services at concessional rates while IAF would give space for installation of towers and equipment.
"The objective is to enable BSNL and MTNL to provide IAF full gamut of telecom services, including basic telephony, mobile telephony, broadband services, internet services and leased lines, MPLS-VPN and VSAT services, on concessional tariff," BSNL said in a statement.
With the agreement coming into effect, the two public sector units will get "Most Preferred Service Provider" by Indian Air Force and provide space to them for installation of telecom towers and other telecom equipment, it said.
Telecom services will include CUG facility on mobile phones and value added services on mobile and landline phones, optic fiber connectivity as per IAF requirements, it added.
"System integration solution will also be explored among telcos and Indian Air Force,"the statement said.
The joint agreement with IAF is also a step towards synchronising their businesses as the Department of Telecommunications is examining the feasibility of merging telecom PSUs ITI and MTNL with BSNL in line.
The Board for Reconstruction of Public Sector Enterprises has recommended that state-run BSNL, which operates in 20 circles, should merge its counterpart MTNL, which has operation on two metros, and telecom equipment manufacturer ITI with itself -- a move that will help turnaround the loss-making telecom giant.
While government is working on the process to merging these PSU, both BSNL and MTNL have started synergising their operations.....ET

16-05-2012: Trai recommends Rs 2,750 cr support to BSNL...PTI

NEW DELHI: Telecom regulator Trai on Monday recommended a financial support of Rs 2,750 crore to BSNL to sustain its rural wireline connections installed before April, 2002.
"The support to BSNL should be continued for two years for sustenance of rural wire-line connections, installed before April 1 , 2002 with effect from July 18, 2011. The amount of support may be Rs 1,500 crore for the first year and Rs 1,250 Crore for the second year," Trai said.

State-owned mobile operators MTNL and BSNL are estimated to have increased their losses by 50% to more Rs 13,000 crore last year, according to numbers from DoT.
The bigger company, Bharat Sanchar Nigam Ltd or BSNL had a loss of about Rs 6,300 crore in 2010-11 and is likely to see it zoom to about Rs 9,700 crore last year. During the first nine months alone, the loss was Rs 7,150 crore.
MTNL, which is also listed on the stock markets, will see its losses mount to about Rs 3,600 crore for last year, from Rs 2,800 crore a year ago, at a slower pace than BSNL.
The losses are increasing despite control over costs.
MTNL, for example, cut its employees salary from Rs 5000 crore in 2009-10 to about Rs 3300 crore last year. But MTNL has been hit hard by rising interest expenses, which went from almost zero three years ago to about 900 crore last year.
The primary reason for the woes of the companies is a drastic fall in subscriber revenues.
In case of BSNL, total revenue fell from about Rs 36,000 crore in 2008-09 to an annualized Rs 28,000 crore last year. (See chart below, showing income and expenditure of BSNL for the last four years.)
For MTNL, it was even more drastic. From an income of Rs 5,250 crore in 2008-09, subscriber revenues fell to an estimated Rs 3,600 crore last year (see chart above.)

Bharat Sanchar Nigam Ltd seems to be heading towards a management crisis with almost all of the 1,700 Indian Telecom Services (ITS) Officers deciding to remain government employees. The ITS officers were given two weeks by the Delhi High Court to exercise their option; the deadline expired on May 1.
“We were hoping to get a fresh offer from the Government post the High Court order, but since we haven't received any communication in this regard, 99 per cent of the ITS officers have decided against getting absorbed in BSNL,” a Indian Telecom Services Association spokesperson told Business Line.

Promotion rules

The officers have declined to get absorbed in BSNL because the promotion rules are weaker than in the Government in terms of moving up in pay scale. There are also issues related to pension benefits. In addition, the ITS officers wanted the absorption offer to be made applicable as on date, instead of 2005, to get benefit of the Fifth Pay Commission.
A top BSNL official said that the PSU may move a petition in the court seeking more time to relieve the officers. “We are yet to formally receive the options exercised by the ITS officers. Then we will have 15 days to take legal advice. But since the ITS officers are managing some key functions in BSNL and MTNL, we are looking to approach the court seeking flexibility in relieving them,” the BSNL official said.
But non-ITS executives in BSNL say that the exit by ITS officers will not have any significant impact. “There are other capable talent within the organisation. There are three lakh employees who have opted to get absorbed in BSNL, so ITS officers should also show commitment to the PSU. Every organisation has to have its own structure,” said Mr G. L. Jogi, President, Sanchar Nigam Executive Association. ..Business Line

06-05-2012: Telecom firms like Bharti Airtel, Idea Cellular owe BSNL Rs 550.88 crore.. media news ET

NEW DELHI: Private telecom players such as Bharti Airtel, Idea Cellular and Vodafone owe state-run Bharat Sanchar Nigam Ltd (BSNL) Rs.550.88 crore as inter-connect usage charges (IUC), the government said Wednesday.
While Bharti Airtel has outstanding dues of over Rs.169 crore, Idea Cellular and Vodafone have to pay BSNL Rs.121.36 crore and Rs.49.54 crore, respectively, Minister of State for Communications and IT Milind Deora said in a written reply to the Lok Sabha.

we appreciate our GM for calling such incidence...and discussed the below mentioned items...
1) we accept the  agendas to close below 20 connection exchange excluding DSLAM/EA utilisation/ surrendering of additional space taken on rent
2)we have no comments on this but trade unions proposed to postpone the deployment process of TMs , Casual, etc....
3)we propose that customer service centre should be only interface with customer and CSCs may be well equipped & manned.
4) for NTC registration cash transaction is to be accepted as there is provision in CDR.
5) dismantle the unnecesssary electrical light, AC etc.
6) we proposed that propoer follow up nof the complaint of customer by officers to assure accountability
7) Speed to BBD connection may be increased by more pcm or optical fibre.
8) Maintenance of LOGBOOK for regular checking of battery power plant.
9) utilise the manpower of UDAAN ....
10) various BTS which are IDOL is to be run immediately.....
11) Exchanges deloading is to be done to reduce expenditure...

Our GM is found very initiative to the cause to save BSNL. this is the first time since our induction in BSNL found such initiatives by administration. we wholeheartedly appreciates...the agenda for meeting was given below:
1) closing of exechanges below 20 connection
2) proper deployment of TMs, casual labours and contractual personnel of Agency
3) surrendering the unused space of our exchanges to landlord to save rents
4) proper EA according to requirement.
5) any other issues relating to maintenance expenditure.
